Very much unexpected and a big set back.
Of course it is a huge undertaking, so some problems are to be expected. But after they said they are now testing the first devices, it sounded like they made it.
Probably they discovered some major difficulties when implementing the current version of the spec and now need to improve the spec first?
But remember that most standards that work well today also had their issues during at first (WiFi, Bluetooth, Zigbee to just name a few).
